  2. What is a Local School Council?
    Local School Councils are the site-based management team of each school. Their primary responsibility is to select the school's principal, renew the principals contract, approve the School Improvement Plan for Advancing Academic Achievement and approving the school?s budget for the school year.

  3. What is the composition of an LSC?
    Local School Councils are made up of the principal, teachers, parents and community members. Bogan's LSC consists of 12 voting members:

    1 - Principal
    6 - Parent Representatives
    2 - Community Representatives
    2 - Teacher Representatives
    1 - Student Representative*

    * The student representative is not eligible to vote on personnel matters including, but not limited to, principal selection, evaluation, and retention; contractual agreements; and the allocation of teaching and staff resources.

  4. Who Is Eligible To Run For The Local School Council?
    The Principal, whether contractual, acting, or interim, is automatically a member of their school's LSC.

    A Parent Representative is eligible to serve on an LSC if he/she:
    1. is the parent or legal guardian of a child currently enrolled in that school; and
    2. is not an employee of the Board.
    A Community Representative is eligible to serve on an LSC if he/she:
    1. resides in the attendance area or voting district of that school;
    2. does not have a child currently enrolled at that school; and is not an employee of the Board.
    A Teacher Representative is eligible to serve on an LSC if he/she:
    1. is employed and assigned in a teaching position or in a position for which qualifications as a teacher are required; and
    2. is employed to perform the majority of his/her employment duties at the attendance center.
    NOTE: Assistant Principals are not eligible to serve on an LSC.

    A Student Representative is eligible to serve on the LSC if he/she is a full-time high school student.

    Other stipulations:

    • Relatives of the principal are ineligible to serve on the LSC.
    • Individuals who have been convicted of certain felony crimes are ineligible to serve, either indefinitely or for 10 years after the date of conviction. See the Criminal Conviction Disclosure Form for more information.
    • Appointed or elected LSC members may be seated immediately with FULL LSC voting privileges pending the completion of their criminal background checks.

  5. What Type Of Instructional Guidance Or Training Do Local School Council Members Receive?

    All incoming LSC members must complete a three-day training program (approximately 18 hours) within six months of taking office. The Board will be in charge of this training, and if a LSC member fails to complete the program within the six month period allowed, the Board will declare his/her seat vacant. The LSC will then appoint a qualified person who meets the eligibility requirements to fill the unexpired term.

    There are six mandatory lessons (12 hours) that LSC members have to take. The additional 3 lessons can come from a variety of topics approved by the Board. The six mandatory lessons are:

    2. School Improvement Plan For Advancing Academic Achievement
    3. Budget
    4. Principal Evaluation
    5. Principal Retention And Selection
    6. Roles And Responsibilities Of Local School Councils

  6. When are the LSC elections?
    LSC elections are held on the second semester Report Card Pick-Up Day in April of every even-numbered year.

    Parents and Community Representatives are elected, while Teacher and Student Representatives are appointed by the Board of Education.

    A non-binding advisory poll of faculty and staff is also held on the second semester Report Card Pick-Up Day in April of every even-numbered year to determine the preferences of faculty and staff regarding the appointment of teachers to the LSC. The results are sent to the Board, which will appoint two teacher representatives to each LSC.

    Students may submit statements of candidacy to the principal during the 20th and 21st weeks of school. During the 22nd week of school, the principal will conduct a non-binding advisory poll of students to determine the preferences of students regarding the appointment of a student to the LSC. The results are sent to the Board, which will appoint a student representative after the twelfth week of the second semester.

  7. What is the term of office?
    Parent, community, and teacher representatives serve a two-year term beginning July 1 after each election and ending June 30, two years later. Student representatives serve a one-year term beginning July 1 and ending June 30 the following year.
